Dublin residents gained expanded access to free mental health counselling this month through the HSE's Counselling in Primary Care programme, which now covers sessions at multiple primary care centres without any charge for eligible adults.
The service expansion follows a documented rise in stress-related referrals across the city, where long working hours in the tech and tourism sectors have left many without time for paid options. Local data from the Dublin City Council wellness report released in June shows that one in four adults reported high stress levels in the past year, pushing more people toward public resources rather than private therapy.
Walk-in assessments are available at the Jigsaw centre on Parnell Square, which targets people aged 12 to 25 and operates Monday to Friday with same-day slots for initial chats. Adults over 25 can book through the HSE Primary Care Centre on James's Street in the Liberties, where free one-to-one counselling runs up to eight sessions per person after a short referral from a GP.
Both sites require only a PPS number and proof of address for registration, with no income test applied. The James's Street centre processed 1,200 new cases last year, according to HSE figures published in April 2026.

People who prefer group formats can attend the weekly stress-management workshops at the same James's Street location every Tuesday evening. Anyone unsure about eligibility should start with a GP visit at their local practice, such as the one on Capel Street, to receive a direct referral and avoid delays. Regular use of these services has helped participants report lower anxiety scores within four weeks, based on internal HSE tracking from 2025.
